<br />Staff incorporated the garden center's area into its parking calculation even though the garden <br />center is an open space and, for this reason, technically exempt from the City's parking ordi- <br />nance. Based upon its observations of the Horne Depot stores in Liverrnore, San Ramon, and <br />Pleasanton, staff belicves that the garden center can function as a stand-alone use and, therefore, <br />that its area should be incorporated into the parking calculation. Thc Planning Commission <br />concurred with this position at the previous work sessions on this development. <br /> <br />Overall, staff believes that adequate parking would be provided for all of the proposed uses - <br />retail, restaurant/cafes, etc. - and the amount of 1100r area designated for these uses. Bicycle <br />racks are conditioned to be provided for each building to facilitate bicycle parking for this dc- <br />veloprnent. The applicant concurs with this requirement. <br /> <br />OtT-Street Bicycle Lanes <br /> <br />At the work session, the Planning Commission dirccted staff to provide for safe bicycle routes <br />through the project. <br /> <br />The proposed project provides a designated bike route on Stanley Boulevard and Bernal Avenue <br />within the road section along with the ability to ride on a ten-foot wide - Stanley Boulevard - <br />and an eight-foot wide - Bernal Avenue - scparated sidewalk. The sidewalks adjoining Stanley <br />Boulevard and Bernal Avenue would be separated from thc street curb by a fivc-foot widc plant- <br />ing strip.
