For the remaining irnpacted intersections listcd in Tablc 4, the applicant is rcquired to pay City trat1ic mitigation fces (TIF) and Tri- Valley Transportation Council fecs - estimatcd to be ap- proximately $2,000,000. These funds will be used to construct improvements at these intersec- tions identified above. As conditioned, the total fees will be paid with issuance of the first building permit. These fees are in addition to thc construction of the Stanley Boulevard/Valley ^ venue/Bernal ^ venue intersection improvements as well as the construction of the trat1ic sig- nal at the intcrsection of Bernal ^ venue and Utah Street. Staff considers the applicant's payment of trat1ic impact fees to these intersections, in addition to constructing the Stanley Boulcvard/Valley ^ venue/Bcrnal A vcnue intersection improve- ments, as sut1icient mitigation for the following reasons: . The project's impact to the majority ofthese intersections is minimal with less than a four second increase in delay. . The construction/irnplementation of some trat1ic improvements - for example, signal moditication to Bernal A vcnue at Vineyard A venue - will be implernented by the City in conjunction with its widening ofthe Bernal A venue bridge over thc Arroyo Del Valle.
