BACKGROUND <br />At the meeting of December 6, 2005, City Council approved an engineering design <br />contract with Bellecci & Associates for completion of the engineering construction <br />drawings for the Vineyard Avenue Improvement Project. The improvement drawings <br />provide for the construction of median islands including landscaping, and asound- <br />attenuating pavement overlay on Vineyard Avenue between Bernal Avenue and Leona <br />Place. <br />The plan for the Vineyard Avenue Median/Landscaping and Overlay project consists of <br />a 2" overlay of sound-attenuating pavement (rubberized asphalt or open graded mix) on <br />Vineyard Avenue between Bernal Avenue and Leona Place. Upon completion of the <br />overlay, Vineyard Avenue will be re-striped to provide fora 13-foot wide travel lane in <br />each direction, a 7-foot wide bike lane and a 3-foot buffer zone on both the north and <br />south sides of Vineyard Avenue. In the middle of the street, new raised concrete <br />median islands with landscaping features will be constructed that will resemble the <br />existing median landscape island between Grapevine Drive and Clara Lane. <br />DISCUSSION <br />During a public meeting on March 14, 2006, held to discuss the project, residents <br />generally approved of the preliminary improvement plan and expressed the desire to <br />eliminate the parking on the north side of Vineyard Avenue fronting the Vineyard <br />Avenue Mobile Home Park in order to prevent the parking of cars with for-sale signs. In <br />addition, the homeowners of Smoketree Commons Condominiums expressed access <br />concerns; currently, access in or out of the Smoketree Commons complex is through <br />the existing driveway on Vineyard Avenue. The future Bernal Avenue bridge provides <br />for a double left turn lane from Bernal Avenue onto Vineyard Avenue and the residents' <br />access issues to and from their driveway will be further impeded with increased cross <br />traffic. In order to improve access, residents have requested that a signal be installed at <br />the Vineyard Avenue driveway for Smoketree Commons and coordinated with the <br />timing of the signal at the intersection of Bernal Avenue and Vineyard Avenue. Staff <br />has considered this request and is not recommending a signal at this location because <br />of its close proximity to the existing traffic signal at the Bernal and Vineyard intersection. <br />As a result of the March 14th meeting, staff is recommending modifying the pavement <br />striping plans to provide additional stacking space on Vineyard Avenue by extending the <br />median island pavement striping width, which will allow an increased refuge area for <br />vehicles exiting Smoketree Commons. Striping will also be added in front of the <br />driveway to keep the intersection clear by striping the pavement with "keep clear" <br />legends. <br />While the public meeting was taking place on March 14, 2006, a separate meeting <br />occurred among the homeowners at Vineyard Villa Mobile Home Park. The preliminary <br />plan for the Vineyard Avenue Median/Landscaping and Overlay project was presented <br />to the residents. Feedback from that meeting indicated that the homeowners' major <br />concern was to maintain the parking fronting the Vineyard Villa Mobile Home Park and <br />placing a 4-hour parking limit in order to discourage motor homes, boats and <br />recreational vehicles from being parked and advertised for sale.
