THE CITY OF <br />~L£~S~4N ONo CITY COUNCIL AGENDA REPORT <br />February 20, 2007 <br />Parks and Community Services <br />TITLE: RESOLUTION APPROVING A GRANT APPLICATION FOR FUNDING <br />FROM THE CALIFORNIA CULTURAL AND HISTORICAL <br />ENDOWMENT (CCHE) FOR ALVISO ADOBE COMMUNITY PARK, CIP <br />987025 <br />SUMMARY <br />The California Cultural and Historical Endowment (CCHE) is offering a competitive grant <br />program to fund projects "that tell the stories of California as a unified society and of the <br />many groups of people that together comprise historic and modern California." The City <br />is planning to construct Alviso Adobe Community Park beginning this spring, a unique <br />facility with historical, cultural and educational value for the entire region. Staff is <br />interested in applying for grant funds from CCHE, to help offset the cost of the project. <br />RECOMMENDATION <br />That the City Council approve a Resolution supporting a CCHE grant application, and <br />authorize the City Manager to execute all related documents. <br />FINANCIAL STATEMENT <br />There is no financial impact associated with approval of the Resolution. Should the City <br />receive a grant award, matching funds between $25,000 and $1.5 million would be <br />required. There are sufficient project funds available to match a prospective grant <br />award. <br />BACKGROUND <br />In September 2002, the Governor signed the California Cultural and Historical <br />Endowment Act, which established the California Cultural and Historical Endowment <br />(CCHE). The Act requires the Endowment to use Proposition 40 funds to make grants <br />and loans to public agencies and nonprofit organizations to protect and preserve <br />California's cultural and historic resources. In August 2003, the state budget authorized <br />the Endowment to spend $128 million to carry out its programs. The CCHE is making <br />$43 million available during this third and final round of funding. Funds are distributed <br />through a competitive grant process, with minimum awards of $25,000 and maximum <br />awards of $3 million. Agencies are required to meet a 1:1 dollar match, with <br />applications due by March 1, 2007. <br />
