<br />COMMISSION/COMMITTEE RECOMMENDATIONS <br /> <br />Planninq Commission <br />The Planning Commission recommended approval of the project at its meeting of <br />December 13, 2006. <br /> <br />Economic Vitalitv Committee <br />The Economic Vitality Committee reviewed the proposal at its meeting of January 18, <br />2007 and voted to recommend it to the City Council. <br /> <br />RECOMMENDATION <br /> <br />1. Find that the proposed project will not have a significant environmental impact <br />and that the Mitigated Negative Declaration is appropriate by approving the draft <br />resolution for Exhibit E, the Initial Study/Mitigated Negative Declaration <br />(Attachment 4); <br /> <br />2. Find that the proposed project conforms to the Pleasanton General Plan; <br /> <br />3. Make the PUD Development Plan Findings as stated in the December 13, 2006 <br />Planning Commission staff report (Attachment 11) and approve the draft <br />ordinance for PUD-81-25-7M, subject to Exhibit B, Draft Conditions of Approval <br />(Attachment 1); <br /> <br />4. Make the Conditional Use Permit Findings as stated in the December 13, 2006 <br />Planning Commission staff report (Attachment 11) and approve the draft <br />resolutions for PCUP-165, subject to Exhibit C, Draft Conditions of Approval <br />(Attachment 2), and for PDR-529 subject to Exhibit D, Draft Conditions of <br />Approval (Attachment 3). <br /> <br />FINANCIAL STATEMENT <br />The project developer will construct improvements to the Santa Rita RoadNalley <br />Avenue/Bernal Avenue intersection to mitigate this intersection's level-of-service to <br />General Plan standards; will pay traffic impact fees that will be applied to other impacted <br />City intersections; will pay for a radar speed detection sign to be placed on Valley <br />Avenue; will pay for the cost of noise-attenuating pavement on Valley Avenue above the <br />cost of standard paving material; and, as conditioned, will participate in the formation of <br />the improvement district to pay for the construction of the future EI Charro Road/Stanley <br />Boulevard intersection and will pay its share of the intersection's construction costs. <br />The developer will also pay the commercial school impact fee for this development. <br />Lastly, this development will be beneficial to the City from an economic development <br />perspective as it will generate property and sales taxes, a portion of which will go to the <br />City and will be applied to City services as the City reaches build out. <br /> <br />Page 2 of 21 <br />
