PUMP STATION LANDSCAPING <br />During the bid period for the booster pump station, staff became aware that the pump <br />station plans and specifications were not adequate to protect the existing landscaping <br />and irrigation systems at the site (existing landscaping surrounding Fire Station No. 5) <br />both during construction and following construction. Rather than postpone the pump <br />station bid (and very likely increasing the bid cost), staff is working with our City Park's <br />Department and a landscape architect to prepare plans and specifications to remedy <br />this situation. The design work (a not-to-exceed cost of $15,000 which is covered within <br />the $345,000 estimate for construction services recommended to be approved as part <br />of this staff report) will include apre-construction phase to relocate all existing irrigation <br />systems and landscaping around the new pump station site. This phase will also assure <br />that all of the existing landscaping can be properly watered and maintained by the City <br />Park's Department during the approximate one-year long construction period. In <br />addition, a second phase is being designed which will re-landscape the site following <br />completion of the pump station so that the new pump station will blend in well with the <br />existing and adjacent landscaping at the LPFD Fire Station No. 5 location and the new <br />surrounding residential development located to the west of the site. The construction <br />cost for the irrigation system and landscaping modifications is estimated at $60,000 and <br />staff is requesting authorization to award a contract for this amount to allow for the <br />landscaping work to be completed. <br />CONSTRUCTION MANAGEMENT AND SOILS/MATERIAL ENGINEERING AND <br />TESTING <br />The City commonly enters into a separate consultant contract to provide technical shop <br />drawing review, specialty inspection services, quality control and soils/material <br />engineering and testing during construction of the City's utility pump stations, reservoirs, <br />and other types of large utility facilities where the City does not have staff specializing in <br />these areas. The pump station and turnout facilities are two projects that staff believe <br />would benefit from specialty construction management (CM) and soils/material testing <br />expertise. Asa result, we have received a construction management budgetary <br />proposal for work on these projects and are in the process of obtaining other CM and <br />soils/material engineering and testing proposals. However, based upon this one <br />proposal and staffs experience with specialty inspection on similar pump station <br />projects, we have included a recommended appropriation of $345,000 in this staff report <br />to cover the CM and soils/material engineering and testing for these two projects as well <br />as the pre-bid and post-bid engineering services needed to construct the turnout and <br />pump station facilities. Staff will bring back to Council contracts for these services as <br />necessary (based upon the City's approved purchasing guidelines) once CM/soils <br />consultant firms or teams for the work necessary for these two construction projects are <br />selected. <br />Page 5 of 6 <br />
