ALLOCATION OF COSTS <br />The basic principles in the Specific Plan are as follows: <br />• each planned new housing unit shall share equally with all others in the <br />construction of the shared infrastructure; <br />• each existing housing unit shall share equally with new units for the ne~v <br />infrastructure it uses; and <br />• non-residential uses shall share equally with the residential units based on the <br />intensity of their use of the infastmcture. <br />These principles will be implemented over time by adhering to the provisions of this <br />Financing Program. ' <br />Financing Program #4. Each Lot is allocated its pro rata share of the total shared <br />infrastructure improvements based on the assumed development both within and outside <br />of the Specific Plan Area which contribute to the need for the shared infrastructure <br />improvements. <br />(a) Lot shares for each Lot in the Specific Plan Area aze shown in Table 2. <br />The total shazes shown in Table 2 for each Lot aze fixed; no modification <br />to Table 2 or any Lot's pro rata share will 6e made notwithstanding <br />whether: <br />(i) the Lot is actually developed with fewer final lots than assumed in <br />the Specific Plan; or <br />(ii) the Lot is developed with another use allowed in the Specific Plait <br />which may have different infrastructure impacts (e.g., church. day <br />care center, etc.). <br />(b) Out-of--area contributors are projects which have been determined. or may <br />be in the future, to contribute to the need for, and benefit from, the shared <br />infastructwe improvements. Shares attributed toout-of--area contributors <br />are shown in Table 2. <br />(i) Ruby Hill: assigned a total share of road costs equal to 40% of the <br />Specific Plan Area roadway costs. (Ruby Hill has constructed <br />road, water line, and sewer shared infrastructure improvements for <br />which it will receive a credit toward its total obligation. Payment <br />of its remaining obligation will be in accordance with a subsequent <br />agreement to be reached between Signature Properties and the <br />City.) Ruby Hill is not assigned EDUs der se; the total roadway <br />cost to Plan Area properties has been reduced by the amount of <br />Ruby Hill's contribution. <br />4 <br />
