Scog e of Work <br />The attached consultant contract with HDR Engineering, Inc. includes two phases of <br />work to complete the comprehensive local sewer rate study. The first phase is an <br />evaluation of the City's existing rate structure and policies. <br />The Phase Two work effort includes a technical analysis of work developed in Phase <br />One along with the review of the existing City sewer fund policies in order to design the <br />new local sewer rates for consideration of staff and eventual final adoption by Council. <br />A comprehensive rate study of this complexity normally would require between 16 and <br />32 weeks to complete, dependent upon City review time, time to collect and provide <br />data, meeting scheduling, etc. If the City Council approves the consultant contract, the <br />consultant and City staff have determined that the work should be completed by August <br />1, 2007. <br />Submitted by: <br />Fiscal Review: <br />Approved b <br />Nelson Fialho <br />City Manager <br />Rob Wilson David P.
