<br />four through lanes. This may require a reduction of landscaping at the Park <br />and Ride lot, and possibly also some additional right of way. <br />. Foothill High School at Foothill Road: this intersection can be improved from <br />LOS F to LOS C in the morning peak hour by widening the south-bound <br />approach to provide for a second left-turn lane. <br />. Jack London Boulevard at El Charro Road: this is a new intersection that would <br />operate at LOS F in the morning and evening peak hour if constructed as <br />designed in the "working draft" circulation network. If the design is modified to <br />widen the north-bound approach to provide for a third through lane, and if the <br />south-bound approach is widened to include a second through lane, the LOS in <br />the morning and evening peak hours can be improved to LOS D. <br />. Stanley Boulevard at El Charro Road: this is a new intersection that would <br />operate at LOS F in the morning and the evening peak hour if constructed as <br />designed in the "working draft" circulation network. If the design is modified to <br />widen the south-bound approach to provide two exclusive left turn and two <br />exclusive right turn lanes the LOS can be improved to D in the morning and the <br />evening peak hours. <br /> <br />The diagram in Attachment 9 shows the location of intersections operating at a Level of <br />Service of D or worse after the application of additional mitigation measures. Staff <br />notes that several of these additional mitigations, as well as some of the "working draft" <br />mitigations, will require the acquisition of additional right of way, and/or will result in an <br />increase in paving and the loss of much of the existing median landscaping. The loss of <br />landscaping and significant road widening may result in a deterioration of the visual <br />character and pedestrian amenity of these gateway intersections. These intersections <br />include: Hopyard Road at Owens Drive; Stoneridge Drive at Johnson Drive; and <br />Hacienda Drive at Owens Drive. <br /> <br />The feasibility of the 1-580/Santa Rita Road/Pimlico Drive widening has not yet been <br />determined, given the constraint of the freeway overpass. The Santa Rita Road and <br />Valley Avenue intersection does not meet the City's current LOS D or better standard <br />with the additional mitigation described above, although it could be met with the <br />southbound triple left turn lane included in the 1996 General Plan. <br /> <br />The City could choose not to construct all the mitigations necessary to bring all (non- <br />Downtown) intersections to LOS D or better. However, this would require a change in <br />policy in the Circulation Element of the General Plan. For example, a new policy of <br />"constrained gateways" could exempt certain gateway intersections from the LOS D <br />standard, similar to the Downtown LOS exemption. This would be consistent with <br />previous City Council support of a "constrained gateway" policy discussed in earlier <br />workshops. Staff is seeking feedback from the City Council on whether or not to include <br />the additional mitigation measures in the circulation network, explore other mitigations, <br />or to look at policy alternatives. In order to provide a complete analysis of all potential <br />circulation and land use alternatives, staff is also seeking direction on whether or not to <br />rerun the model with Stoneridge Drive extension to EI Charro Road included in the <br /> <br />Page 5 of 6 <br />
