<br />diagrams showing the location of intersections with a Level of Service D or worse for <br />existing conditions and with build out of the preferred land use. <br /> <br />Staff then looked at what further mitigations could be applied to the 9 LOS E or F <br />intersections (outside of the Downtown) at build out. These potential mitigation <br />measures are shown in the column labeled "New Mitigations", and the impact of the <br />mitigations on LOS is shown in the columns headed "Additional Mitigations." Each of <br />these intersections and additional mitigations are described in Attachment 1 0, and as <br />follows: <br /> <br />. Valley Avenue and Blackbird Drive: replacing the stop sign with a traffic signal <br />improves this intersection to an LOS B in the evening peak hour. Staff notes, <br />however, that previously the City Council did not support additional traffic <br />signals on this segment of Valley Avenue. <br />. Owens Drive and Hopyard Road: to improve the LOS in the p.m. from F to D <br />would require several additional lanes and a change in the cycle length to 125 <br />seconds in the p.m. The result of the additional lanes and roadway widening <br />would be to eliminate virtually all landscaping in the medians of all legs of the <br />intersection, and would likely require purchase of additional right of way at the <br />north-west corner of the intersection. The City Council could chose not to make <br />all the improvements necessary to attain LOS D at this intersection, and this <br />would be consistent with previous City Council support of a "constrained <br />gateways" concept. <br />. Stoneridge Drive and Hopyard Road: to improve the LOS in the evening peak <br />hour from F to D would require an east-bound free right turn, which may require <br />the removal of one south-bound through lane. <br />. 1-580 east-bound off ramp/Pimlico and Santa Rita Road: to improve the LOS in <br />the evening peak hour from F to D would require widening of the south-bound <br />approach to provide for a second left turn lane and a change in the cycle length <br />to 120 seconds. The addition of the second left turn lane may not be feasible <br />given the limited right of way over the freeway overpass. Again, a constrained <br />gateway policy would be consistent with not making all the intersection <br />improvements necessary to attain LOS D. <br />. Valley Avenue and Santa Rita Road: to improve the LOS in the evening peak <br />hour from F to E would require widening of the west-bound approach to provide <br />a second left turn lane. This improvement would require elimination of some <br />landscaping. With the additional lane this intersection will continue to <br />experience significant backups for south-bound Santa Rita Road traffic trying to <br />turn left at Valley Avenue. The only effective mitigation for this condition (which <br />would bring the intersection to an LOS D) would be an additional (third) left turn <br />lane, requiring elimination of additional landscaping. This mitigation was not <br />included in the model at City Council direction. <br />. Stone ridge Drive at Johnson Drive: to improve the LOS in the evening peak <br />hour from F to D would require restriping the west-bound right-turn lane to a <br />shared through/right lane and widening the west-bound departure to receive <br /> <br />Page 4 of 6 <br />
