Synchro Intersection Operations Model

The Synchro database was developed for over 100 signalized and unsignalized
intersections on City streets. The database was coded for the three scenarios
(Existing, Approved, and General Plan Buildout) and 2 peak hours (AM and PM).

City of Pleasanton staff provided the existing base traffic counts and intersection
data to determine existing base year intersection levels of service. The Synchro
database requires for each signalized intersection:

· Signal phasing and controller settings
· Intersection lane geometry,
· Turn pocket lengths, and
· Turning movement forecasts.

The turning movement forecasts for Approved and General Plan Buildout are
obtained from the City travel demand tool as described above. The forecasted
turning movements are ported from the demand tool to the micro-simulation tool in
comma delimited files. The Synchro portion of the microsimulation tool is used to
compute intersection delay, level of service, and to optimize signal controller
settings and signal coordination settings.

The following intersection based roadway network improvements were assumed in
the evaluation of "Buildout" conditions:

· Bernal Avenue at Case/Old Bernal - widen west side of street to add a
southbound right turn only lane on Old Bernal Avenue

· Valley Avenue at Busch Road - widen Busch Road to provide a second right
turn lane to Valley Avenue

· Bernal Avenue at Valley Avenue - convert eastbound right turn only lane
into a through/right option lane

· Bernal Avenue at Angela Street - right turn only from Angela during peak

· Bernal Avenue at Meadowlark widening associated with Arroyo Del Valle
bridge widening

· Bernal Avenue at Puerto Vallarta - right turns only from Puerto Vallarta
during peak hours

· Bernal Avenue at Vineyard Avenue widening associated with Arroyo Del
Valle bridge widening

· First Street at Vineyard/Ray - convert east/west to protected/permissive left
turn phasing

· Foothill Road at Canyon Way - convert #1 southbound through into third left
turn lane, restripe eastbound to create triple left turn, widen eastbound
Canyon Way to receive traffic from three left turn lanes

City of Pleasanton
Travel Demand Forecasting and Micro-Simulation Models

Page 14
January 23, 2007
