<br />BACKGROUND <br />The City Council and Planning Commission has met over 20 times in Joint Workshops <br />and in separate meetings between January 2004 and the end of 2006 to discuss <br />circulation and land use issues. Out of those meetings came an agreement on a "working <br />draft" circulation system and a preferred land use plan. The "working draft" circulation <br />system consists of the existing (through 2006) roadway network and future improvements <br />(changes to intersections, road widenings, and road extensions) as described in <br />Attachment 1 to this staff report. The preferred land use plan consists largely of build out <br />of the land use map adopted with the 1996 General Plan with the addition of <br />approximately 1,400 additional residential units and some "place holder" assumptions for <br />commercial and residential development of east Pleasanton properties (former quarry <br />areas), pending the preparation of a Specific Plan for that area. A listing and map of <br />future residential development is included in Attachments 2 and 3. A summary of <br />additional residential development at build-out, as well as a summary of additional <br />commercial, office, and industrial development is included with the description of the <br />traffic model in Attachment 4. <br /> <br />DISCUSSION <br />Existing Conditions: A comprehensive review of existing traffic conditions was <br />provided to the Planning Commission and City Council in a joint workshop on March 22, <br />2005. The staff report from that meeting is included as Attachment 5 to this report. It <br />should be noted that data from the March 2005 staff report is drawn from the 2003 <br />Baseline Study. Because that data is now over three years old, new traffic counts were <br />taken in Spring 2006 and this latest data has been used to calibrate the model for the <br />analysis discussed in this staff report. The 2006 model data shows: <br /> <br />In the morning peak hour: <br />. One intersection is operating at LOS E (Bernal Ave and 1-680 SB off-ramp) <br />. Four intersections are operating at LOS F (Foothill Rd and Foothill High School; <br />Main St and St John/Ray St; First St and Vineyard Ave; Bernal Ave and Main St) <br />Excluding Downtown intersections (which are not held to the LOS "D" standard) one <br />intersection operates at LOS E and one intersection operates at LOS F in the morning <br />peak hour. <br /> <br />In the evening peak hour: <br />. Three intersections are operating at LOS E (Hopyard Rd and Stoneridge Dr; <br />Santa Rita Rd and Valley Ave; Bernal Ave and 1-680 SB off-ramp) <br />. Six intersections are operating at LOS F (Hopyard Rd and Owens Dr; Hacienda <br />Dr and Owens Dr; EI Charro and 1-580 EB off-ramp; Valley Ave and Koll Center <br />Pkwy (S); Main St and St John/Ray St; First St and Ray Street! Vineyard Ave) <br />Excluding Downtown intersections, three intersections operate at LOS E and four <br />intersections operate at LOS F in the evening peak hour. <br /> <br />Modeling Process: Summarized briefly, the model utilizes a combination of the City's <br />existing and future land uses, and the existing and future roadway network to project <br />traffic volumes.
