<br /> <br />. <br /> <br />pLEASANTONc <br /> <br />JOINT WORKSHOP OF THE PLANNING <br />COMMISSION AND CITY COUNCIL <br />AGENDA REPORT <br /> <br />January 30, 2007 <br />Planning and Public Works <br /> <br />TITLE: WORKSHOP DISCUSSION ON THE PRELIMINARY RESULTS OF TRAFFIC <br />MODELING - PREFERRED LAND USE MODELED ON "WORKING DRAFT" <br />CIRCULATION NETWORK <br /> <br />SUMMARY <br />This report describes the results of preliminary traffic modeling for the General Plan, <br />using the circulation network ("working draft" circulation system) agreed to by the City <br />Council in August, 2006, and build out of the preferred land use plan. The initial results <br />showed a number of intersections outside of the Downtown which did not perform at the <br />City standard of LOS D or better. Staff then re-ran the model with some additional <br />mitigation measures and improved all of the intersections to LOS D or better except for <br />the intersection of Valley Avenue and Santa Rita Road which operated at LOS E in the <br />p.m. However, this report also notes that at several intersections the improvements <br />necessary to attain LOS D or better may require additional right or way, and/or may be <br />detrimental to the visual character and pedestrian amenity of the intersection. Staff is <br />seeking feedback regarding the acceptability of the additional mitigation measures and <br />any other modifications that should be made to the circulation network or assumed <br />future development (land use), including the option of re-running the model to include <br />Stoneridge Drive in the circulation network, and the Transit Oriented Development <br />(TOD) and Dispersed Growth land use options. <br /> <br />RECOMMENDATION <br />Receive information concerning the results of traffic modeling, and consider additional <br />mitigations recommended by staff. Provide direction regarding these additional <br />mitigations, further changes to the traffic network, or changes to land use prior to <br />preparing the Draft Circulation and Land Use Elements and the land use and traffic <br />analysis for the Environmental Impact Report. <br /> <br />FINANCIAL STATEMENT <br />Additional traffic modeling can be accommodated within the existing Professional <br />Services Agreement with Dowling, Inc. traffic consultants. <br />
