<br />San Francisco Bay Area <br /> <br />Draft Regional Housing Needs ,t\.llocation, 4th Revision <br /> <br />The Governor signed AB 2572 into law on September 29, 2006. The legislation adds a <br />statutory factor: housing needs generated by the presence of a private university or a campus <br />of the California State University or the University of California. <br /> <br />The HMC concluded that student populations need not be added as an explicit factor in the <br />allocation methodology. The reason is that the existence of universities and resulting student <br />populations are included in ABAG's household population estimates. Therefore, ABAG will <br />circulate its explanation of the effects of this factor and a survey form for this factor during <br />the review period of the draft methodology. Responses will be due in time for ABAG staff to <br />evaluate them and to make any necessary changes to the methodology. <br /> <br />The 42 survey responses varied widely. Many commented on the HMC deliberations, <br />supporting or opposing specific measures under consideration, and offering alternative <br />methodological approaches. Others commented on the existing and near-term market <br />conditions for housing in their jurisdictions. <br /> <br />The comments that focused on how specific factors should be explicitly considered in the <br />methodology can be summarized as follows: <br /> <br />Summarv Survev ResnoDses <br />1.
