These draft elements are now ready to be <br />formatted into the Public Hearing Draft General Plan which will be the "project" for the <br />Draft Environmental Impact Report. <br /> <br />. Preliminary Council Consensus on Land Use and Circulation and Results of <br />Preliminary Modeling. On April 25, 2006, the City Council reached a preliminary <br />consensus on where the remaining residential units under the cap would be located. In <br />August 2006, the City Council agreed on a refined preliminary circulation network. Work <br />is currently underway to model the preliminary land use on the preliminary circulation <br />network. The results of this modeling will be presented to the Planning Commission and <br />City Council at the joint workshop scheduled for January 30th. At that time, the City <br />Council will be asked to provide direction regarding any further circulation network <br />mitigations or land use changes prior to commencing the Environmental Impact Report <br />analysis. <br /> <br />The work needed to complete the General Plan Update and a schedule for doing so are discussed <br />below. <br /> <br />A. Preparation of remaining Draft General Plan Elements. The Subregional Planning, <br />Air Quality, and Noise Elements will be drafted by staff and reviewed separately by the <br />Planning Commission and City Council during February-April 2007. However, if <br />extensive additional traffic modeling is undertaken, beyond that to be presented at the <br />joint workshop scheduled for January 30th, this will delay the completion of the Draft <br />Noise and Air Quality Elements. Staff will also be preparing drafts of the Land Use and <br />Circulation Elements and will present the Land Use Element at a Joint Workshop in <br />February 2007, and the Circulation Element in March 2007. <br />Task timing: February - April 2007. Product: Preliminary Draft General Plan Elements <br /> <br />B. Preparation ofDEIR. The Draft EIR will be prepared by EIP, consultants, under City <br />staff direction. Over the past several months EIP has been preparing the "Existing <br />Conditions" sections of the report. After the City Council decides on a "Project" for the <br />purposes ofCEQA (i.e. authorizes a Public Hearing Draft), the consultant will complete <br />the impact analysis. <br />Task timing: May through August 2007. Product: Administrative Draft EIRfollowed by <br />Draft EIRfor public release. <br /> <br />C. Planning Commission and City Council review of Preliminary Draft General Plan. <br />Following the review of individual plan elements by the Planning Commission and City <br />Council, staff will consolidate, edit, and format the draft. Planning Commission and City <br />Council will review this formatted Draft General Plan in a joint workshop and sanction its <br />release as a "Public Hearing Draft General Plan". <br />Task timing: June 2007. <br /> <br />Page 3 on <br />
