<br />and are located adjacent to residences, which is 60 dBA and is the same noise limit allowed <br />between two residential properties. <br /> <br />Therefore, as proposed and conditioned, staff believes that it is unlikely that noises generated by <br />activities inside or outside the parish center would significantly impact the nearby residences or <br />businesses. Also, because the site is governed by a conditional use permit, the applicants can be <br />required to mitigate future noise issues, should they arise. <br /> <br />PUBLIC NOTICE <br /> <br />Notices for design review and variance applications (and any appeals) are normally mailed to <br />property owners and tenants within 1,000 feet of the subject property. In this case, staff <br />expanded the notice area to include all residents in the Pleasanton Village, Mohr Park, Sycamore <br />Place, and Stoneridge Orchard neighborhoods (see Attachment #9.g.). Prior to and after the <br />Planning Commission meeting, staff received several comments from neighbors indicating their <br />opposition or support of the project. Please see the attached letters and e-mails for complete <br />details of the neighbors' comments. Staff also held a neighborhood meeting to receive public <br />input on the project (please see the attached Planning Commission staff report for details). <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />The proposed project is categorically exempt (Class 5, Section 15305, Minor Alterations in <br />Land Use Limitations and Class 32, Section 15332, In-Fill Development Projects) from the <br />requirements of the California Environmental Quality Act (CEQA). Therefore, no <br />environmental document accompanies this report. <br /> <br />FISCAL IMPACT <br /> <br />The proposed development would have a negligible financial impact on the City. <br /> <br />CONCLUSION <br /> <br />With the conditions established by the Planning Commission, staff believes that the revised <br />master plan for the church facility will be compatible with the surrounding neighborhood and is <br />appropriate for the site. Staff also believes that the design of the parish center building is <br />aesthetically pleasing and that the proposed building height would not be overbearing to the <br />adjacent properties nor significantly impact the light, air, open space, and views between <br />properties.
