<br />Please refer to the "Background" section of the attached Planning Commission staff report dated <br />November 29, 2006, for information on the prior City approvals granted to the church for this <br />site. <br /> <br />PROJECT DESCRIPTION <br /> <br />The applicants are proposing to modify their 1998 master plan to allow construction of a 22,296- <br />square-foot parish center building with gymnasium. The parish center building would be <br />located at the western end of the site where a future 25,000-square-foot elementary school <br />building was shown on the 1998 master plan. The future elementary school building (noted as <br />Building E on the proposed site plan) would be relocated to the eastern end of the site. The <br />parish center building would replace the 11,900-square-foot multi-purpose/gymnasium building <br />and the 13,920-square-foot classroom building that were shown on the eastern end of the site in <br />the 1998 master plan. The 4,860-square-foot rectory building would remain as a future option <br />on the eastern end of the site. The revised master plan would result in a total of approximately <br />78,046-square-feet of building area on the site, which is a 3,524-square-foot reduction from the <br />1998 master plan. <br /> <br />The parish center would be used by a variety of church-related uses, several of which currently <br />occur in the existing sanctuary/chapel building and would be moved to the parish center <br />building. Please see the applicants' written narrative for additional use details, including the <br />number of attendees and the timing and frequency of the uses. The church has scheduled the <br />activities such that no major events would occur simultaneously in the sanctuary/chapel and <br />proposed parish center building. <br /> <br />Users of the proposed parish center building would utilize the existing church parking lots, <br />which would have a total of 306 spaces, as proposed and conditioned. In addition, the church <br />has secured a parking agreement with the owners of the adjacent 2174-2186 Rheem Drive <br />office/light industrial property to use their 95-space parking lot from 6:00 p.m. to 8:00 p.m. on <br />Sundays. The church has proposed to restripe its Stoneridge Drive frontage to allow on-street <br />parking on Sundays, which staff estimates could accommodate 28 parallel parked vehicles. An <br />additional 10 vehicles could park along the church's Rheem Drive frontage, where on-street <br />parking is currently allowed. <br /> <br />The contemporary styled parish center building contains architectural elements similar to the <br />existing church building. A feature unique to the proposed building is the eastern and western <br />gymnasium walls, which would tilt inward at the top and slightly undulate in and out and up and <br />down. The parish center would utilize the same brown- and tan-colored split-face concrete <br />block and stucco materials/colors of the existing sanctuary/chapel building. A brown-colored <br />standing-seam metal material would be used on the sloped roofs and some of the building walls. <br />The parish center building would have a maximum height of 34 feet at the top of the gymnasium <br />walls.
