<br />STAFF RECOMMENDATION: <br /> <br />Uphold the Planning Commission's approval of the design review and variance <br />applications by taking the following actions: <br /> <br />1. Make the Variance Findings as listed on pages 20-21 of the attached Planning <br />Commission staff report; <br /> <br />2. Adopt the draft resolution denying the appeal and, therefore, approving Cases <br />PDR-56l and PV-158, subject to the conditions listed in Planning Commission <br />Resolution No. PC-2006-62; and <br /> <br />3. Adopt the draft resolution establishing a limited time parking zone along the Saint <br />Elizabeth Seton Church's Stoneridge Drive frontage. <br /> <br />SUMMARY: <br /> <br />At issue it whether Saint Elizabeth Seton Church should be allowed to modify their 1998 master <br />plan to relocate the siting of some of the future buildings and be granted approval for the design <br />of the parish center building, including a height variance. The Pleasanton Village Association <br />and Rohit and Sonia Gupta have expressed concerns with traffic, parking, and noise. The <br />Planning Commission approved the applications (4-1 vote), subject to a substantial number of <br />conditions of approval to help ensure that the parish center building would fit in with the <br />neighborhood and be an asset to the commuoity. The applicants are in agreement with the <br />Planning Commission's conditions of approval. As proposed by the applicants and conditioned <br />by the Planning Commission, staff believes that the master plan modification and parish center <br />building design will not detrimentally affect the surrounding properties. Staff also believes that <br />the required variance findings can be made and that granting the height variance would not create <br />adverse impacts on the adjacent properties. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Applications for a variance and design review approvals to modify the Saint Elizabeth Seton <br />Church Master Plan and construct an approximately 22,296-square-foot parish center building <br />with gymnasium were approved by the Planning Commission at a public hearing held on <br />November 29, 2006. This action was subsequently appealed by the Pleasanton Village <br />Association, the homeowners association for the Pleasanton Village Neighborhood south of the <br />church site, and by Rohit and Sonia Gupta, adjacent neighbors at 4443 Bowen Street, and the <br />appeal is currently before the City Council for review. <br /> <br />SR:07:003 <br />Page 2 <br />
