Rather than postpone the pump station bid (and very <br />likely increasing the bid cost), staff is working with our City Park's Department and a <br />landscape architect to prepare plans and specifications to remedy this situation. The design <br />work (a not-to-exceed cost of $15,000 which is covered within the $345,000 estimate for <br />construction services recommended to be approved as part of this staff report) will include a <br />pre-construction phase to relocate all existing irrigation systems and landscaping around the <br />new pump station site. This phase will also assure that all of the existing landscaping can be <br />properly watered and maintained by the City Park's Department during the approximate one- <br />year long construction period. In addition, a second phase is being designed which will re- <br />landscape the site following completion of the pump station so that the new pump station will <br />blend in well with the existing and adjacent landscaping at the LPFD Fire Station No. 5 <br />location and the new surrounding residential development located to the west of the site. The <br />construction cost for the irrigation system and landscaping modifications is estimated at <br />$60,000 and staff is requesting authorization to award a contract for this amount to allow for <br />the landscaping work to be completed. <br /> <br />Construction Management and Soils/Material Engineering & Testing <br /> <br />The City commonly enters into a separate consultant contract to provide technical shop <br />drawing review, specialty inspection services, quality control and soils/material engineering <br />and testing during construction of the City's utility pump stations, reservoirs, and other types <br />of large utility facilities where the City does not have staff specializing in these areas. The <br />pump station and turnout facilities are two projects that staff believe would benefit from <br />specialty construction management (CM) and soils/material testing expertise. As a result, we <br />have received a construction management budgetary proposal for work on these projects and <br />are in the process of obtaining other CM and soils/material engineering and testing proposals. <br />However, based upon this one proposal and staffs experience with specialty inspection on <br />similar pump station projects, we have included a recommended appropriation of $345,000 in <br />this staff report to cover the CM and soils/material engineering and testing for these two <br />projects as well as the pre-bid and post-bid engineering services needed to construct the <br />turnout and pump station facilities. Staff will bring back to Council contracts for these <br />services as necessary (based upon the City's approved purchasing guidelines) once we decide <br />upon the successful CM/soils consultant firms or teams for the work necessary for these two <br />construction projects. <br /> <br />Page 7 of9 <br />
