<br />On October 17, 2006, bids were received for Turnout No. 6 <br />improvements with the low bidder being Gateway Pacific Inc. in the <br />amount of $231,312. The design engineer's construction estimate for this <br />project was $300,000. On November 30,2006, bids were received on the <br />Vineyard A venue Booster Pump Station, with the low bidder being JMB <br />Construction Inc. in the amount of $1,785,700. The design engineer's <br />construction estimate for this project was $2,000,000. The bids received <br />were considered very competitive since there were seven bidders on each <br />project and the successful bids were below the engineer's estimate. As a <br />result, Staff recommends award of both contracts to the above firms along <br />with approval of direct purchase contracts for the required electrical <br />controls, switchgear, telemetry and water testing equipment, and for <br />installation of the fmallandscaping around the pump station at this time. <br />Staff will bring back to Council contract(s) for construction management, <br />soils/material engineering and testing, and any contracts for the equipment <br />and landscaping noted above as necessary, at a later date. <br /> <br />The fmancing for these contracts and appropriations are described briefly <br />within this staff report. However, the status and recommended financing <br />for these expenditures and all future costs and sources of funds to <br />complete all remaining VCSP infrastructure (water and non-water related) <br />are detailed in the Updated Financing Plan included as item 25 (A) in this <br />agenda. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />When the VCSP was being developed in 1998-1999, City Public Works and Planning staff <br />worked closely with the engineering consultants for the VCSP developers to determine the <br />utility system needs (water, sewer and storm drainage) and projects necessary to serve the <br />area. This effort resulted in the identification and preliminary design of a number of new <br />water and sewer facilities in the area. All of these new utility improvement projects were <br />needed since the existing utility systems on either side of the VCSP were either close to <br />reaching, or had reached, their design capacities (as was the case for water facilities in the <br />Ruby Hill and Vintage Hills areas), or were non-existent (as was the case of sewer facilities in <br />the area). These preliminary designs formed the basis for the Public Facilities section of the <br />VCSP. <br /> <br />Page 3 of9 <br />
