The Draft EIR was published on June 30, 2006, and copies were distributed to the State Clearinghouse, Responsible Agencies, applicable City staff, and interested parties. The cost to prepare the Draft EIR has exceeded the initial estimate and budget - $281,600 plus two amendments of $21,000 and $105,000 - by $44,136 because of the project's complexity, technical analyses resulting from the project's evolving definition, and the preparation ofproject alternatives including the environmentally preferred alternatives. Additionally, the consultant has submitted a list of the work elements to prepare the Final EIR with a cost estimate of $138,700. This proposed third amendment to the Consultant Contract will amend the City's contract with Mundie & Associates at an additional cost not to exceed $182,836. PROPOSED CONTRACT AMENDMENT The proposed Third Amendment to the Consultant Contract is attached. It will amend the City's contract with Mundie & Associates for professional consultant services at an additional cost not to exceed $182,836. The increased costs resulted from changes in the Draft EIR's processing in terms of "Other Cost Increases" and the completion of the Final EIR. DISCUSSION As previously stated, the Mundie & Associates contract amendment covers changes in the Draft EIR's preparation in terms of "Other Cost Increases" and the completion of the Final EIR. Other Cost Increases, Draft EIR The combined costs of miscellaneous factors including the protracted time period of the EIR evaluation, rate increases for professional time and expenses, and document reproduction in conjunction with comments expressed during the review of the Draft EIR has contributed to the increased costs of the Draft EIR. Work Elements, Final EIR The completion of the Final EIR consists of two sets of tasks: (1) Completion of the CEQA process; and (2) Supporting of the public review and approval process. Completion of the CEOA Process includes the following tasks: . Responding to comments on the Draft EIR; . Providing support, including supplemental graphics, to City CEQA staff; . Preparation of the Final EIR consisting of Responses to Comments, together with supporting text and appendices; . Revisions to documents in response to staff direction; and Page 2 of3
