<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />A sanitary sewer flow diversion structure exists just outside of pump station S-8. The <br />diversion structure provides the ability to redirect the flow of sewerage away from the pump <br />station parallel piping, allowing for the emergency repairs to the pump station if needed. As <br />part of the 2003-2004 capital improvement program, the S-8 diversion structure was identified <br />as needing replacement. The structure was over 25 years old and had deteriorated, with <br />portions of the vault's concrete wall spauling off and exposing the reinforcing steel within the <br />structure. The sluice gates that control flows in and out of the structure had become corroded <br />and deteriorated. The flow structure is approximately 8 feet wide, 17 feet long and 25 feet <br />tall. Three sluice gates operate and direct sewer flows through the structure. Recently, one of <br />the sluice gates failed. The gate stem had pulled away from the gate and left the gate <br />inoperable. Fortunately, the gate was stuck in the open position and flows were being directed <br />through the pump station (the nornial operating configuration). The other two gates were <br />originally installed at the same time and were also considered to be in a similar poor <br />condition. Therefore, there was an immediate need to go forward and replace the structure <br />and appurtenant gates and hardware. <br /> <br />On April 18, 2006, City Council awarded the project to the low bidder, Mitchell Engineering. <br />The replacement sewer diversion structure is now complete and the project is ready for <br />acceptance by City Council. <br /> <br />The City has received a Stop Notice from American Asphalt R & R Company, Inc. stating <br />that they have not received payment from Mitchell Engineering, Inc. for services rendered. <br />Repaving of the existing pavement damaged during construction was performed by American <br />Asphalt R & R Company, Inc., a subcontractor to Mitchell Engineering. The claim is in the <br />amount of $10,500 and City staff will work with Mitchell Engineering to ensure that <br />American Asphalt R & R Company, Inc. receives payment for work completed prior to <br />. release of the final payment in the amount of $15,437.50. Therefore, it is recommended that <br />final payment be made to Mitchell Engineering Inc. provided all claims have been settled upon <br />the completion of the thirty date "Notice of Completion" to be fIled by the City Clerk.
