<br />The Police Department would rely heavily on slgnage and voluntary compliance, with <br />enforcement handled on a complaint basis. <br /> <br />Survey of Sports Groups: Staff also conducted a brief survey of Pleasanton's Co-Sponsored <br />Sports Groups concerning rules or guidelines regarding smoking. The responses received <br />included the following: <br /> <br />. Pleasanton Adult Sunday Soccer (PASS) - has no league rules regarding smoking. The <br />organization indicated that a ban would likely be welcomed by most participants. <br /> <br />. Pleasanton Girls Soccer Association (PGSA) - has no league rules regarding smoking. <br /> <br />. Pleasanton Girls Softball League (PGSL) - by-laws state "Smoking is not permitted on <br />the playing field, nor by any member of the team during the game. Smoking is permitted <br />in the spectator's area." <br /> <br />. Catholic Youth Organization (CYO) - has no league rules regarding smoking. It should <br />be noted, however, that its activities are conducted primarily in school gymnasiums, <br />which are "No Smoking" areas. <br /> <br />. Pleasanton National Little League (PNLL) - has an unwritten guideline that smoking is <br />not allowed at playing fields. <br /> <br />. Pleasanton Seahawks - rules state "Smoking and the use of other tobacco products is <br />prohibited on the pool deck, in the locker rooms, in spectator seating or standing areas, <br />and in all areas used by swimmers during the meet and warm-up periods." The <br />organization enforces this rule, and smokers have been observed going outside the park <br />area to smoke. <br /> <br />The Police Department has indicated that enforcement of "No Smoking" in parks could be <br />problematic, and would likely occur on a complaint-only basis (similar to the current practice). <br />Although a complete ban would have a positive impact on reducing fire dangers and litter in <br />parks (particularly in open space and more secluded areas), it could also affect facilities like <br />Callippe Preserve Golf Course, where numerous golfers enjoy smoking while they play. <br /> <br />Based on the information presented, the Commission believes creating a more restrictive policy <br />concerning smoking and disposal of tobacco products in City parks is not necessary (see meeting <br />minutes, Attachment 3). The Commissioners did feel, however, that increased notification to the <br />community through ilie Quarterly Activities Guide and oilier methods (newsletters, CTV 30, <br />periodic announcements, etc.) would be useful tools. It was also the Commission's consensus <br />that authorizing the City Manager to designate additional areas as "Non-Smoking," similar to San <br />Ramon, would help to address specific incidents iliat might arise in the futue. <br />
