<br />EXHIBIT 2 <br /> <br />VI) Project Budget - RFP 6.6 <br /> <br />P RM has been successful in providing the best level of service for reasonable prices. During the <br />competitive bidding process. a city often selects the lowest bidder. PRM has developed this <br />proposal using the following three assumptions - all of which aff'ect the price of the study. <br /> <br />I) Usin" onlY exoerienced staff': The price proposed below is based on using only <br />experienced team members. Mr. Wilkes. Mr. Wakefield and Ms. Payton will actually be on. <br />.ma working day-to-day. Over 40% of project hours are assigned to staff' with over 20 years <br />of experience. <br /> <br />2) Comparisons with Neil/1borinf Provams: Because of our work with so many northern <br />California local governments, PRM is able to off'er extensive management information related <br />to the charges in other city governments, <br /> <br />If <br /> <br />3) Final proiect schedule and presentations. The final schedule and number of presentations <br />will afI'ect the cost of the study. If the study schedule is increased, our fees can be less. <br /> <br />These factors make the PRM proposal unique. Therefore, it is important to note that PRM has the <br />ability to reduce our fee by using less experienced staff' and/or by reducing our proposed project <br />scope. We have shown our fees using a range so that the city can select how detailed our study <br />needs to be to match the city's goals and objectives. <br /> <br />We will be pleased to negotiate our prices to refiect the final goals and objectives of the city. <br /> <br />Project Approach: <br /> <br />The city has requested information related to the full cost of providing city services. Specifically: <br /> <br />I. The development of a cost allocation plan. <br />2. The calculation of fully burdened hourly rates for city staff' in the respective user fee <br />related departments - all layers: citywide. department-wide and program level costs. <br />1 The development of a full cost user fee analysis calculating direct costs at the lowest <br />level possible. <br />4.
