<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The five-year Capital Improvement Program (2001/2002 thru 2005/06) has identified PS-6 for <br />wet well and pump replacement with an annual allocation budget amount of $500,000 per <br />year. To date, $2,236,875 has been set aside for pump station renovation/replacement. The <br />existing sanitary pump station S-6 was constructed in the 1960's and is located at the northeast <br />corner of the intersection of the Arroyo Mocho and Alamo Canal, adjacent to the West Las <br />Positas Boulevard over-crossing of Interstate 1-680. This pump station consists of a "metal <br />can" dry well configuration pumping from an adjacent concrete wet well into a force main that <br />runs northerly to the Dublin San Ramon Services District (DSRSD) treatment plant. All <br />pumping and electrical systems, along with the pump station building, are in poor condition <br />and the pumps are currently operating with capacity problems under dry weather and wet <br />weather flow conditions. <br /> <br />Specialty engineering services from a design consultant are needed to evaluate the existing <br />operating criteria, capacities, and operational constraints in order to determine what is <br />necessary to keep the existing pump station operational for the next 2-3 years until a new <br />pump station can be designed and constructed. As part of this contract, the consultant will <br />also develop a preliminary design report identifying various replacement pump station design <br />alternatives and preliminary cost estimates for each. The design report will contain a <br />recommendation to the City as to the preferred design alternative. Final construction plans <br />and specifications for a replacement pump station are not included as part of this contract. <br /> <br />After reviewing the alternative analysis/pre-design report that will be submitted by the <br />consultant, staff will prepare a Budget Option Plan for the new S-6 pump station design and <br />construction. Detailed plans and specifications of the selected alternative will then be <br />prepared by a consultant under a separate contract for construction of the new S-6 pump <br />station. <br /> <br />Because of the specialized pump station renovation and engineering experience required for <br />this project, a consulting firm is necessary to perform the condition assessment and alternative <br />evaluations for the new pump station. Using the City's consultant database, and responding to <br />letters of interest submitted by consultants, a total of sixteen firms were invited to submit <br />proposals. Three (3) firms responded to our request. After review and evaluation of these <br />proposals by City staff, BKF was determined to be the most qualified consultant. Parameters <br />used for the evaluation of the proposals and interviews included presentation, project <br />understanding, project approach, members of the project team and previous experience with <br />similar projects.
