<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Residents of the Country Fair neighborhood contacted staff to request the installation of a <br />sign that prohibited the parking of vehicles for sale on Via de los Milagros. Area residents <br />have complained that the vehicles for sale are an eyesore and a traffic hazard. The residents <br />state that potential buyers of used cars use the neighborhood for test driving vehicles and <br />passing motorists slow down or stop on Valley Avenue and Via de los Milagros in the travel <br />lane in order to view the cars for sale. The area of Via de los Milagros is shown in the map <br />below and includes just the 1 block area of the street that is visible from Valley A venue. <br /> <br />State law prohibits local agencies <br />from posting parking prohibitions <br />exclusively for "vehicles for sale." <br />The City has installed 4-hour parking <br />in other areas of the City to address <br />the vehicles for sale issue. The four- <br />hour time limit should dissuade <br />people from parking their cars at this <br />location all day and/or weekends in <br />order to advertise their cars for sale. <br /> <br /> <br />Traffic Engineering mailed a letter, <br />Exhibit 1, to adjacent residents that <br />described the proposed 4-hour <br />parking zone on this block. The <br />shaded area on Exhibit 2 shows the <br />residences that received the notification letter. The Traffic Engineering Division received <br />three emails and two telephone calls in support of the proposed 4-hour parking zone. The <br />resident email responses are shown in Exhibit 3. There were no responses in opposition to <br />the 4-hour parking zone. <br /> <br />This item was discussed at the November 2006 Staff Traffic Committee where it was noted <br />that the problem of for sale cars parked on public streets is being "chased" from one <br />neighborhood to another. Once the four-hour parking signs are installed on Valley Avenue at <br />Via De Los Milagros, it is likely that another location in Pleasanton will start to experience <br />weekend parking of for sale vehicles. <br /> <br />Page20f3 <br />
