. Patrol Ballistic Shield & Monoshock Ram ($7,000)
These funds will be used to purchase a Ballistic Shield and Monoshock Ram for each of the two
supervisor vehicles. Currently when the need arises for this type of equipment in the field, officers are
dispatched back to the police station to retrieve equipment from the equipment armory. This is very time
consuming and creates a potentially hazardous safety situation for personnel at a scene working to
effectively resolve conflict or needing to gain immediate entry into a location or structure.

. Bicycle Uniforms ($2,300)
These funds will be used to purchase new bike uniforms for the twelve officers trained for bike patrol.
The uniforms are the Blauer 8130 "CooIMax" shirt and Blauer 8141 shorts. The uniform is
contemporary, professional in appearance and has a large "POLICE" patch sewn on the shirt's backside
that better identifies the rider as a police officer. The Blauer uniform is more functional for bike officers
performing related tasks. The shirt material resists fading, wicks away moisture, breathes efficiently and
is a more appropriate material for the varying weather conditions bike officers experience.

. Rifle Mounted Night Vision ($22,000)
The SWAT team will use these funds to purchase night vision equipment for two of the designated
sniper teams.

. Digital Cameras (30) ($26,520)
These Canon G7 digital cameras are for use in the Operations and Investigations Divisions and will be
assigned to patrol officers and detectives. Included with the purchase are sturdy Pelican cases and
battery chargers for in-field use. This will conclude the department's goal of outfitting employee
responsible with evidence collection responsibilities to have an assigned camera.

. PPD Security System Upgrade ($10,000)
This upgrade to the police department's existing security system includes the replacement of five (5)
very old black and white cameras with new color units including two pan-tilt & zoom cameras. Two flat
screen monitors will also be purchased and mounted on walls within the dispatch center to display all
camera feeds. Dispatch will monitor the screens and have point and click desktop navigation capability
between cameras and be able to retrieve date/time stamped snapshots and video.

. Professional Journals or Publications ($7,500)
The police department is currently developing a "Recruitment and Retention Strategic Plan" to better
forecast the department's attrition over the next five years and identify a strategy to meet these needs.
Included within the "Best Practices" component of this plan is a recommendation to utilize a
contemporary recruitment ad in professional journals or publications whose circulation reaches a
majority of law enforcement officers throughout California. The cost to run a V. page color recruiting
advertisement for one year is $7,500.

. (2) Thermal Imaging Cameras ($9,050)
The NOPTIC thermal imaging cameras are mounted to the driver's side spotlight and send images
directly to the units MDC screen. The camera runs whenever the vehicle engine is on. The camera has
a 360-degree field of vision with a 500-yard range. This equipment provides patrol officers with a
useJlil tool when responding to calls involving fleeing suspects. Additionally, patrol officers can utilize
this equipment during routine patrol and to conduct surveillance (apartment lots, parks, construction
sites, etc) and other police activities with greater success.

3
