<br />RECOMMENDED EXPENDITURES <br />Based on a review of existing needs and allowable uses, staff is recommending the following <br />uses for this funding: <br /> <br />. Volunteers in Policing Services (VIPS) Program Funding ($5000) <br />The VIPS program continues to expand and integrate throughout the organization. This funding will <br />provide field equipment, training, uniforms, program literature and supplies for police volunteers. Per <br />the National Association of Citizen's on Patrol, the national comparable hourly rate of a police volunteer <br />is $16.64. These dedicated persons served over 7,300 hours since January 2006, which equates to a <br />$12l,472 savings for the City of Pleasant on. <br /> <br />. Krimesite Imager ($17,000) <br />The Krimesite Imager is a device that utilizes Ultra Violet light to locate latent prints invisible to the <br />naked eye on a variety of surfaces. Once located, a digital photo or video captures the latent print image <br />and the image is then processed. This technology may greatly increase the probability of suspect <br />identification. <br /> <br />. Mounted AR-15 Lighting System ($12,220) <br />These funds will be used to outfit all department rifles with a rifle mounted lighting system. A strong <br />light source will greatly increase officers' ability to distinguish between threats and non-threats when <br />searching in low light conditions. <br /> <br />. Centurion Scout Alarm ($7,000) <br />The Centurion Scout Alarm is a portable wireless alarm system deployable in a variety of ways that <br />targets high-risk situations including: Frequent burglaries or vandalism sites; construction and storage <br />site thefts; and repeat domestic violence. These incidents predominately occur at night in isolated areas <br />out of public view, making it difficult for law enforcement to be alerted until after a crime has been <br />completed. The Scout Alarm can be activated by a wide range of trigger devices and sensors, including <br />door & window contacts, motion detectors, sensor pads, trip beams, and mercury tilt switches. One or all <br />sensors can be deployed along with video cams with low light applications and recording capability. The <br />Scout Alarm is integrated into a police radio and any activation would be simultaneously transmitted <br />over the police radio system initiating an immediate police response. This equipment can also be shared <br />with other law enforcement agencies working with the Pleasanton Police Department to address regional <br />theft issues. <br /> <br />. Click2Enter ($6,410) <br />The Click2Enter product is an electronic scanner system that automatically opens electric gates and door <br />systems via a radio signal. This state of the art technology allows emergency services (Police & Fire) <br />immediate access to gated areas and complexes with the click of a microphone. Once an emergency <br />vehicle is within close proximity to the system and a radio microphone is depressed, the preprogrammed <br />radio frequencies will activate the system and open the gate. This system will initially be placed on the <br />two police facility gates and the drive-in sally port door leading to the police holding facility. The police <br />department will then partner with several "high response" gated communities and complexes to install <br />the system and further evaluate its effectiveness. Eight units will be purchased at a cost of $650.00 each. <br /> <br />2 <br />
