PIIRPOSE AND SCOPE <br />I. Introduction <br />The City of Pleasanton operates and maintains a water distribution <br />and treatment system which provides vital water service to the <br />community. The City is, therefore, obligated to respond to <br />emergencies in a timely and efficient manner in order to maintain <br />or restore water service. <br />The following plan is designed to assure that each employee will <br />carry out their respective assignments quickly and without the need <br />for specific orders during a water emergency. The plan requires <br />the full cooperation and good judgement of City personnel who are <br />trained and skilled in their assigned emergency tasks. <br />A water emergency in this context is any situation which would <br />require immediate action beyond the scope of normal City <br />operations. Situations which would warrant this plan to go into <br />effect would be similar to the following: <br />1) A natural or manmade disaster such as a major earthquake, <br />flood, storms, fire, industrial or transportation accident or any <br />other hazardous condition which would cause a major short or long <br />term disruption to the amount or quality of water delivered from <br />the City's water system. <br />2) A nuclear emergency. <br />3) Civil disorders. <br />4) A mechanical, electrical or other failure occurring in one <br />or more of the City's or other local agency water supply or <br />production facilities. <br />5) A condition where the demand on the City's water system <br />cannot be met by the combination of surface treated water and <br />ground water pumping from all current sources. This would mean <br />that the City's emergency. and operational storage within our <br />reservoirs is depleted or nearing so and no additional water <br />supplies are available to meet this demand. <br />IZ. Purpose of this plan <br />A. To preserve the safety and well-being of the residents of <br />Pleasanton, to help save lives and to restore normal <br />water system operations as soon as possible in the event <br />of an emergency. <br />B. To define who is in charge and what should be done. <br />C. To assist the City Water Department employees and those <br />of other departments in understanding the emergency <br />procedures necessary to help mitigate the situation. <br />B.
