Section 1. Introduction <br />1.1 Purpose of the Plan. This plan sets forth the compensation <br />related personnel policies applicable to the city's management <br />and confidential employees. <br />1.2 Preparation of the Plan. The city manager shall be <br />responsible for the preparation of the plan. The city manager <br />shall submit annually the plan to the city council for their <br />approval. <br />Section 2.
