14. In the event the access road is a private street, the <br />applicant shall negotiate a satisfactory method for <br />allocating costs of maintenance/repair to users of the <br />street other than his own lots; this agreement shall be <br />resolved to the satisfaction of the Planning Director prior <br />to recording a final parcel map. <br />15. In the event the street is required to be public, the street <br />section shall be increased to 32 ft. curb-to-curb, a 5 ft. <br />wide sidewalk on one side, and an 8 ft. wide P.S.E. on both <br />sides of the street. <br />16. All on-site drainage swales, erosion control, and <br />hydroseeding shall be completed at the time of project <br />grading. The final design of all lot specific drainage <br />improvements shall be included in the tentative map <br />submittal. <br />17. Access to parcel 1 shall be maintained at all times during <br />construction. The applicant shall submit a plan to the City <br />showing how access will be maintained during construction of <br />the main road for City review and approval prior to the <br />issuance of a grading permit. <br />18. The parcels south of the development (Kliment, Ku, and <br />Starnes Parcels) shall be granted an easement over the <br />subdivision's streets as necessary to provide access. The <br />Kliment parcel shall be accorded access without being a <br />party to the project CC&R's unless the parcel's owner wishes <br />to join said association. <br />19. The project shall adhere to recommendations of the Tree <br />Report dated November 11, 1988. Efforts shall be taken to <br />complete minor revisions to the development plan in order to <br />preserve those specimen trees specified in the report. <br />Additional analysis as well as the final tree removal plan <br />shall be submitted in conjunction with the tentative map. <br />2Q. There shall be no export of excess project soils unless <br />otherwise approved by the Planning Director and City <br />Engineer. All excess soils shall be deposited along the <br />Foothill Road frontage and be graded and revegetated to <br />conform to the rolling topography of the surrounding land. <br />21. The preliminary design and details of all on-site project <br />utilities shall be submitted in conjunction with the <br />tentative map. It is intended that all roadways and storm <br />drains would be private and maintained by the Homeowners' <br />Association, while the water and sanitary system would be <br />public. It is intended that all utilities would be located <br />within the roadway network whenever possible. The sanitary <br />sewer shown on Foothill Road shall be extended across the <br />project frontage unless the City Engineer determines that <br />the Moller property may gain sewerage service through the <br />
