Resolution No. PC-89-86 <br />Page 2 - 9/27/89 <br />Churches are a common use in residential areas in <br />Pleasanton. The City's past experience shows that <br />churches make "good neighbors." The proposed site <br />layout for the first phase of development on the <br />site would maintain all structures and parking <br />spaces away from the south property line, and <br />landscaping in the form of tall trees would be <br />provided as a buffer for the back yards of the <br />Krause Street residences. The pattern and timing <br />of use for churches is such that peak use periods <br />occur on weekends and on some evenings, thereby <br />minimizing any adverse effects on local traffic. <br />The proposed first phase plan exceeds Code <br />requirements for the provision of parking spaces, <br />and all future development would be subject to <br />separate City review and approval to ensure <br />continued ample parking to serve the facility. <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the zoning <br />ordinance. <br />The "A" (Agricultural) zoning of the subject site <br />allows the establishment of a church facility with <br />a conditional use permit. If conditioned as <br />recommended below, the approval of a use permit to <br />establish a church facility would be consistent <br />with the City's ability to regulate zoning (as <br />listed in the objectives of Chapter 18.124, <br />Conditional uses) and would provide flexibility to <br />achieve the objectives of the Municipal Code. <br />WHEREAS, minor alterations in land use limitations are <br />categorically exempt (Class 5) from the requirements of <br />the California Environmental Quality Act (CEQA). <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br />Section 1. Approves the conditional use permit for the Roman <br />Catholic Diocese of Oakland to allow the operation of a <br />church and related facilities on an approximately 10 <br />acre site located at the southeast corner of the <br />intersection of Stoneridge and Rheem Drives subject to <br />the following conditions: <br />1. That this use permit is granted for the <br />establishment of a church and related facilities on <br />the 12 acre parcel located at the southeast corner <br />of Stoneridge Drive and Rheem Drive. The church <br />use shall conform substantially to the site plan <br />and related materials, Exhibit A (dated August 17, <br />1989), on file with the Planning Department. <br />
