Resolution No. PC-89-86
Page 2 - 9/27/89
Churches are a common use in residential areas in
Pleasanton. The City's past experience shows that
churches make "good neighbors." The proposed site
layout for the first phase of development on the
site would maintain all structures and parking
spaces away from the south property line, and
landscaping in the form of tall trees would be
provided as a buffer for the back yards of the
Krause Street residences. The pattern and timing
of use for churches is such that peak use periods
occur on weekends and on some evenings, thereby
minimizing any adverse effects on local traffic.
The proposed first phase plan exceeds Code
requirements for the provision of parking spaces,
and all future development would be subject to
separate City review and approval to ensure
continued ample parking to serve the facility.
C. That the proposed conditional use will comply with
each of the applicable provisions of the zoning
ordinance.
The "A" (Agricultural) zoning of the subject site
allows the establishment of a church facility with
a conditional use permit. If conditioned as
recommended below, the approval of a use permit to
establish a church facility would be consistent
with the City's ability to regulate zoning (as
listed in the objectives of Chapter 18.124,
Conditional uses) and would provide flexibility to
achieve the objectives of the Municipal Code.
WHEREAS, minor alterations in land use limitations are
categorically exempt (Class 5) from the requirements of
the California Environmental Quality Act (CEQA).
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
RESOLVES AS FOLLOWS:
Section 1. Approves the conditional use permit for the Roman
Catholic Diocese of Oakland to allow the operation of a
church and related facilities on an approximately 10
acre site located at the southeast corner of the
intersection of Stoneridge and Rheem Drives subject to
the following conditions:
1. That this use permit is granted for the
establishment of a church and related facilities on
the 12 acre parcel located at the southeast corner
of Stoneridge Drive and Rheem Drive. The church
use shall conform substantially to the site plan
and related materials, Exhibit A (dated August 17,
1989), on file with the Planning Department.
