Resolution No, PC-89-75 <br />Page 2 <br />The proposed school facility would occupy the same <br />area as the previous nursery school, hence it is not <br />a new use for the area. Parking for the facility <br />is adequate, and circulation should be controlled <br />well enough not to create a conflict; and <br />WHEREAS, this project is categorically exempt from the <br />requirements of CEQA. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br />Section l: Approves Case UP-89-43, the application of Carden- <br />West School for a conditional use permit to operate a <br />kindergarten through third grade elementary school with <br />extended daycare facility within an existing building <br />located at 4444 Black Avenue subject to the following <br />conditions: <br />1. That the school shall accommodate a maximum of 75 <br />children and that school activities be carried out <br />in the existing fenced play yard and the existing <br />school building. If, as the school develops, an <br />increased area is desired for the school, a new <br />conditional use permit must be requested and <br />approved prior to expansion. <br />2. That the operator of the school secure all state and <br />county licenses and certificates required for the <br />operation of an elementary school. <br />3. That the hours of operation of the school shall be <br />6:45am to 6:30pm, Monday through Friday only. <br />4. That the applicant shall design a new circulation <br />plan for approval by the Planning Department if <br />circulation becomes a hazard to pedestrians or other <br />vehicles. <br />Section 2: This resolution shall become effective 15 days after <br />its passage and adoption. <br />THIS RESOLUTION PASSED AND ADOPTED BY THE PLANNING COMMISSION OF <br />THE CITY OF PLEASANTON ON THE 23RD DAY OF AUGUST 1989 BY THE <br />FOLLOWING VOTE: <br />AYES: Commissioners Berger, Hovingh, Mahern, McGuirk, and <br />Chairman Michelotti <br />NOES: None <br />ABSENT: Commissioner Horan <br />ABSTAIN: None <br />
