PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION N0. PC-89-60 <br />RESOLUTION APPROVING CASE UP-89-21, THE APPLICATION OF <br />SPIEKER PARTNERS <br />WHEREAS, Spieker Partners has applied for a conditional use <br />permit to operate a food market in Rose Pavilion, a <br />retail shopping center located at the northeast corner <br />of Rosewood Drive and Santa Rita Road; and <br />WHEREAS, at their duly noticed public hearing of May 10, 1989, <br />the Planning Commission considered all public testimony, <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br />WHEREAS, the Planning Commission made the following findings: <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purposes of the district in which <br />the site is located. <br />The relevant zoning ordinance objectives include <br />fostering harmonious, convenient, workable <br />relationships among land uses, and to protect <br />existing uses from inharmonious influences and <br />harmful intrusions. The commercial district's <br />purposes include providing appropriately-located <br />areas for retail stores offering commodities <br />required by residents of the City and its <br />surrounding market area and providing opportunities <br />for stores to concentrate for the convenience of <br />the public and in mutual beneficial relation to <br />each other. <br />The use is very complementary to the Long's Drugs <br />and Simon Home Center uses. Both are quasi- <br />regionally oriented, not solely neighborhood uses. <br />Both can exist and prosper with a market tenant for <br />the third anchor, particularly if the market is <br />also regionally-oriented. The entire center is <br />potentially made more prosperous, "mall" shops and <br />anchors alike, by the addition of this third <br />regional draw to the center. The public <br />frequently, and conveniently, combines shopping <br />trips to such a market and the drug/hardware stores <br />found at the center now. The center itself is <br />designed to accommodate the market without adverse <br />effects. <br />
