The proposed use is also the type of use set forth in the revitalization strategies of the Pleasanton Downtown Specific Plan that encourages retail, service and commercial uses to locate on Main Street. C. That the proposed conditional use will comply with each of the applicable provisions of the zoning ordinance. The subject site's Central Commercial zoning allow the establishment of a veterinary clinic with a conditional use permit. The grant of the conditional use permit to the applicant to operate a veterinary clinic under the prescribed conditions, gives the district zoning regulation the flexibility to achieve the objectives of the Municipal Code and the Pleasanton Downtown Specific Plan; and WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act (CEQA). NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. Approves Case UP-89-15, the application of Serene A. Chan for a conditional use permit to operate a veterinary clinic to be located at 234 Main Street, Suite "B" subject to the following conditions: 1. That the use shall conform substantially to the location and details of operation, Exhibit A (dated March 31, 1989), on file with the Planning Department. 2. That if at any time in the future, loud noises, traffic problems, litter, etc., associated with the proposed use is found by the Planning Director to be to the detriment of the surrounding uses or to the City in general, the Planning Director may refer this matter to the Planning Commission which may review and if necessary attach additional conditions to the subject conditional use permit. 3.
