PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION N0. PC-89-49 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br />SERENE A. CHAN AS FILED UNDER CASE UP-89-15 <br />WHEREAS, Serene A. Chan has applied for a conditional use permit <br />to operate a veterinary clinic to be located at 234 Main <br />Street; and <br />WHEREAS, zoning for the property is C-C (Central Commercial) <br />District; and <br />WHEREAS, at their duly noticed public hearing of April 26, 1989, <br />the Planning Commission considered all public testimony, <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br />WHEREAS, the Planning Commission made the following findings: <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purposes of the district in which <br />the site is located. <br />The subject land use is a service that is <br />appropriate as conditioned, provides a beneficial <br />service to a community with domestic animals and <br />would encourage a steady daytime patronage in the <br />downtown which is a land use goal and policy of he <br />Downtown Specific Plan. <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br />The proposed operation would be completely <br />contained on-site with sufficient parking. Clients <br />would bring their animals either caged or leashed; <br />thus, minimizing any threat to the health or safety <br />of passersby. The proposed clinic would add to the <br />economic vitality and diversity of the south end of <br />Main Street and is the type of establishment that <br />could bring a cross section of the population into <br />the downtown over the course of the day and <br />hopefully generate more foot traffic to and between <br />other downtown establishments. The applicant also <br />will be filling the need for veterinary services in <br />the south part of Pleasanton that has been created <br />
