Fact: Off-road vehicles may not use common <br />open space lands. <br />Fact: All residences must meet Fire Code <br />requirements for fire safety. <br />4.E. Significant Effect: Introduction of dogs/cats <br />seriously impact many native species. <br />4.e.1. Finding: The revised plan substantially <br />lessens this impact. <br />Fact: Common area comprises 33 acres of the 50 <br />acre site, largely unaffected. <br />Fact: Development is concentrated along lower <br />slopes, in areas already affected by <br />dogs and/or cats. <br />Fact: City regulations require dogs remain <br />fenced or on leashes. <br />4.e.2. Finding: The proposed mitigation to keep cats <br />inside homes is infeasible. <br />Fact: City does not have sufficient <br />enforcement manpower to enforce such a <br />cat rule, and enforcement would be <br />disproportionately costly vis a vis <br />benefit. <br />4.F. Significant Effect: Street "B" crosses, and falls <br />upon, a ravine with marginal riparian habitat. <br />4.f.1. Finding: Project mitigations avoid this <br />impact. <br />Fact: Disruption is limited by use of <br />retaining walls. <br />Fact: A "detention" pond has been added to <br />replace and improve riparian habitat in <br />this ravine. - <br />5. Geology, Soils, and Grading <br />5.A. Significant Effect: Cutting/filling could aggravate <br />slope stability problems, fill areas may be subject to <br />differential settlement, landslide repair areas <br />increase grading and result in deep fills subject to <br />settlement, moderately expansive soil aggravates <br />stability problems, and spring presence and/or repair <br />increase risk of slope instability. <br />-7- <br />
