Findina: The "Reduced Lot Yield" and <br />"Mitigated Site Plan" alternatives are <br />unnecessary because the mitigations included in <br />the revised plan substantially lessen this <br />effect. <br />Fact: See 3.a.1. above. <br />3.8. Significant Effect: Short-term visual impact due to <br />grading. <br />3.b.1. Findina: The revised plan and conditions of <br />approval substantially lessen this impact.. <br />Fact: Most visible grading (upper south knoll, <br />portions of central bench and north <br />knoll) has been eliminated. <br />Fact: Grading of all but 8 lots will occur <br />with street improvements, allowing <br />revegetation to be installed by <br />developer and minimizing the time <br />grading's visual effects would occur. <br />3.b.2.
