2. <br />2.A. <br />Traffic and Circulation <br />Significant Effect: Turn lanes and future right-of- <br />way require safe design along Foothill Road. <br />2.a.1. Finding: The revised project and conditions of <br />approval eliminate these potential effects. <br />Fact: The revised plan includes left turn <br />lanes, deceleration, and acceleration <br />lanes at both roadways. <br />Fact: Project conditions require development <br />respect ultimate right-of-way <br />requirements and construction of interim <br />improvements, satisfactory to the City <br />Engineer, at each entrance and across <br />the project frontage. <br />3. <br />3.A. <br />Visual Impact and Site Design <br />Significant Effect: Landscape character would change <br />from rural to low-density residential. <br />3.a.1. Finding: The revised plan incorporates <br />recommended mitigations from both "Reduced Lot <br />Yield" and "Mitigated Site Plan" alternatives <br />which substantially lessen visual impacts. <br />Fact: Grading is reduced, particularly visible <br />grading. <br />Fact: Woodlands are left substantially intact, <br />with no project impacts. <br />Fact: Tree removal has been reduced to 18 <br />heritage and 55 total trees. <br />Fact: Lot 3 has been moved to avoid Foothill <br />Road line-of-sight. <br />Fact: Visible lots on central ridge have been <br />reduced and spread apart, maintaining a <br />more rural flavor. <br />Fact: North knoll development incorporates a <br />visual buffer. <br />Fact: Each home will be subject to City Design <br />Review Board review and approval. <br />Fact: Streets benefitting from reduced width <br />(24 ft.) due to grading impacts have <br />been eliminated from the proposal. <br />-2- <br />
