Revise the initial street configuration to show <br />Stoneridge Drive terminating immediately south of <br />the proposed Arroyo Mocho bridge; <br />10. Revise the El Charro Road configuration to add a <br />south bound tunnel for exclusive gravel truck use; <br />il. Revise the northern edge of the Arroyo Mocho right- <br />of-way along either the northern or southern <br />frontage to show a 6 foot soundwall facing the <br />Pleasanton Meadows residential lots as far west as <br />Stoneridge Drive abuts the Arroyo; <br />12. Revise the Arroyo Mocho channel improvements to <br />extend channelization improvements according to <br />Zone 7 requirements; and <br />13. Revise all references to total improvement costs to <br />include the above additional improvements. <br />Section 2. Recommends the City amend the Specific Plan to include <br />those mitigation measures which are summarized on pages <br />v through xi of the Draft EIR with the following <br />exceptions. <br />1. The requirement of avigation easements. The <br />Planning Commission recommends the use of real <br />estate disclosure statements as a less drastic <br />means of achieving the same result; <br />2. The requirement to provide 15$ and 20$ of the <br />housing stock for lower- and moderate-income <br />households, respectively. Instead, the Planning <br />Commission recommends a more flexible statement <br />which can be implemented by specific proposals in <br />individual PUD plans; <br />The Planning Commission recommends that an addendum <br />be included with the Specific Plan citing the <br />mitigation measures listed on pages v through xi of <br />the Draft EIR with the exception of the above. In <br />addition, the EIR has determined that there is no <br />feasible means to mitigate the loss of agricultural <br />land. Therefore, Planning Commission makes a <br />finding of overriding significance, as detailed in <br />the attached CEQA Findings. <br />-3- <br />
