economic vitality and diversity of the Downtown, <br />possibly contributing patronage to other <br />businesses. The anticipated client demand will not <br />generate any unusual demands on existing parking <br />for the building or the Downtown. As conditioned, <br />the proposed use will be compatible with adjacent <br />retail and office uses located within the building. <br />The applicant can also be required to mitigate <br />future nuisances as a result of the proposed use. <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br />Given the proposed hours of operation, the <br />projected number of clients, and the size of the <br />business, staff feels the Pleasanton Therapy Center <br />will not impact surrounding uses. Also, staff <br />believes that the proposed use will have adequate <br />on and off-street parking to meet project demand. <br />Professional massage centers tend to be quiet and <br />will not subject surrounding uses to heavy truck <br />traffic, hazardous odors, or other objectionable <br />influences. <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the zoning <br />ordinance. <br />As conditioned, the proposed use will comply with <br />all provisions and requirements of the City's <br />zoning ordinance. <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act; <br />and <br />WHEREAS, the Planning Commission determined that the proposed <br />conditional use will be compatible with the surrounding <br />neighborhood and will not detrimentally affect the <br />surrounding uses or properties. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Approves Case UP-90-67, the application of Karen Childs <br />and Barbara Wilson for a conditional use permit to <br />establish a therapeutic massage center located at 739 <br />Main Street, subject to the conditions shown on Exhibit <br />"A" attached hereto and made part of this case by <br />reference. <br />
