economic vitality and diversity of the Downtown, possibly contributing patronage to other businesses. The anticipated client demand will not generate any unusual demands on existing parking for the building or the Downtown. As conditioned, the proposed use will be compatible with adjacent retail and office uses located within the building. The applicant can also be required to mitigate future nuisances as a result of the proposed use. B. That the proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. Given the proposed hours of operation, the projected number of clients, and the size of the business, staff feels the Pleasanton Therapy Center will not impact surrounding uses. Also, staff believes that the proposed use will have adequate on and off-street parking to meet project demand. Professional massage centers tend to be quiet and will not subject surrounding uses to heavy truck traffic, hazardous odors, or other objectionable influences. C. That the proposed conditional use will comply with each of the applicable provisions of the zoning ordinance. As conditioned, the proposed use will comply with all provisions and requirements of the City's zoning ordinance. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act; and WHEREAS, the Planning Commission determined that the proposed conditional use will be compatible with the surrounding neighborhood and will not detrimentally affect the surrounding uses or properties. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1. Approves Case UP-90-67, the application of Karen Childs and Barbara Wilson for a conditional use permit to establish a therapeutic massage center located at 739 Main Street, subject to the conditions shown on Exhibit "A" attached hereto and made part of this case by reference.
