PC-90-117 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT AS FILED UNDER <br />CASE UP-90-67 FOR KAREN CHILDS AND BARBARA~WILSON <br />WHEREAS, Karen Childs and Barbara Wilson have applied for a <br />conditional use permit to establish a therapeutic massage <br />center located at 739 Main Street; and <br />WHEREAS, zoning for the property is C-C (Central Commercial) <br />Downtown Revitalization District; and <br />WHEREAS, at their duly noticed public hearing of December 12 <br />1990, the Planning Commission considered all public <br />testimony, relevant exhibits and recommendations of the <br />City staff concerning this application; and <br />WHEREAS, the Planning Commission made the following findings: <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br />Some of the objectives of the zoning ordinance are <br />to: foster a harmonious, convenient, workable <br />relationship among land uses, protect existing land <br />uses from inharmonious influences and harmful <br />intrusions, and to insure that public and private <br />lands ultimately are used for the purposes which <br />are most appropriate and beneficial to the City as <br />a whole. <br />The subject building is located in the C-C (Central <br />Commercials Downtown Revitalization District. Some <br />purposes of the Downtown Revitalization District <br />are to:, deter the inappropriate demolition, <br />destruction, alteration, or misuse of <br />architecturally interesting and significant <br />structures in the Downtown, revitalize the economic <br />growth and health of and foster civic pride in the <br />Downtown, and stabilize and enhance the value of <br />property, <br />As proposed, the massage studio will not alter in <br />any way the approved exterior of the Los Pilares <br />building so as to detract from its development <br />standards. In addition, the massage studio will <br />not interfere with surrounding uses' ability to <br />operate. The proposed studio would add to the <br />
