5. The streets and buildings have been designed and located to <br />complement the natural terrain and landscape: <br />As noted above, the elevation at the interior of the site <br />would be lowered by approximately 5 feet to reduce the <br />apparent height of the units from the street. In addition, <br />the developer has incorporated architectural modifications <br />recommended by staff and the Design Review Board which would <br />mitigate the relatively large scale of the units. The project <br />includes ample landscaping, both at the street and within the <br />project interior, which will ensure satisfactory integration <br />with the visual environment of the area. <br />6. The adequate public safety measures have been incorporated <br />into the design of the plan: <br />The proposed street and utility design is consistent with City <br />standards, although the internal driveway system would be <br />private. The driveway system provides two points of ingress <br />and egress. <br />7. The plan conforms to the purposes of the PUD District: <br />Staff believes that the subject proposal is consistent with <br />the PUD District purpose of encouraging development of infill <br />parcels. The proposed plan provides an appropriate land use <br />for the subject site, which has historically alternated <br />between "commercial/offices" and "high density residential" in <br />the City's General Plan. <br />
