EXHIBIT "A"

December 7, 2006

Mr. James W. Wolfe
Director of Parks and Community Services
City of Pleasanton
P.O. Box 520
Pleasanton, CA 94566-0802

RE: Rasmussen Planning, Inc. Consultant Proposal to Coordinate the Planning of
the Staples Ranch Community Park Site Plan Concept

Dear Jim:

I greatly appreciate the opportunity to submit a proposal for Rasmussen Planning, Inc.
(RPI) to coordinate the Staples Ranch Community Park conceptual site planning process.
This is a site that I am personally quite familiar with due to General Plan and Stoneridge
Drive Specific Plan study work that I have coordinated for the City in previous years.

It is my understanding that the planning objectives are to undertake a public planning
process resulting in a conceptual site plan and related sununary text for the approximately
l7-acre community park site. Planning coordination with the surrounding existing and
proposed land uses and circulation system will also be critical components of the plan in
order to insure future compatibility. A professionally conducted public process, time and
cost efficiently, and a creative final product are essential to the City.

The primary responsibility of RPI will involve managing and facilitating the planning
process, as directed by City staff. In addition, sub-contracting assistance from Keller-
Mitchell & Company (KMC), landscape architects, is proposed to provide creative design
input and the preparation of graphics. The KMC sub-contract proposal is attached as an
addendum to this proposal.

PLANNING PROCESS/SCHEDULE

Following is the proposed planning process. The estimated time breakdown is provided
at the end of each task description. The landscape architect's hours are included in the
addendum to this proposal.
1. City Council to approve RPI consultant contract (December 19).
2. Parks and Recreation Commission to finalize the project goals, process,
schedule and products (February). 13 hours
3. Planning Team to gather project baseline information (February). 20 hours
