<br />Honorable Mayor and Members ofthe City Council: <br /> <br />BACKGROUND <br /> <br />In October of this year, the City Council authorized staff to conduct development review for a <br />community oriented "Sharks Ice" recreational ice rink on the 17 acre site designated for a City <br />park as part of the Staples Ranch Memorandum of Understanding (MOU). As originally <br />presented to the City, the facility would be located on 8-acres of the proposed park site, and <br />conceptually include construction of an approximately 83,000 square foot structure housing two <br />(2) National Hockey League (NHL) sized ice rinks. Parking is estimated at 380 spaces, with the <br />potential to expand the facility to include two (2) additional rinks, a total of 134,000 square feet. <br />The facility would include a main lobby and reception area, 10 dressing rooms, seating for 300 <br />spectators, public restrooms and lockers, a food court, hockey proshop, conference rooms, <br />management offices, and room for skate rental and storage. The project would be affiliated with <br />the San Jose Sharks NHL team, but would not act as its training facility. <br /> <br />In order to determine whether or not the Shark's proposal is viable - both from a land-use <br />planning and "public desirability" standpoint, the Council requested at its October 3, 2006 <br />meeting that the Parks and Recreation Commission facilitate a conceptual design process for the <br />park property. To fully carry out this direction, staff is recommending that the entire 17-acre site <br />be reviewed to determine a preliminary site plan and listing of potential park amenities. <br /> <br />The firm of Rasmussen Planning, Inc. is recommended to coordinate this planning process, as it <br />is familiar with the City's requirements and processes and has relevant experience with similar <br />projects (most recently the Bernal Community Park Master Plan). Mr. Rasmussen was also <br />involved in the General Plan and Stoneridge Drive Specific Plan study work regarding the <br />Staples Ranch property. As such, Rasmussen Planning was determined to be the most qualified <br />firm to provide these services. The firm would work closely with, and coordinate the efforts of, <br />Jacque Keller, Keller Mitchell & Co. Landscape Architecture, which would provide creative <br />design input regarding potential park amenities and prepare related graphics. Rasmussen <br />Planning would conduct a series of public meetings through the Parks and Recreation <br />Commission to produce a conceptual plan that meets the needs of future park neighbors and the <br />community. <br /> <br />At the conclusion of the process, which is expected to take 6 to 8 months to complete, the <br />Commission would recommend to the Council a conceptual site plan for the 17-acre park site, <br />including a listing of potential amenities. Assuming the recommendation includes the Shark's <br />Ice facility, the Council could direct staff to proceed with preparation of land lease and legal <br />agreements, as well as processing facility and site design. <br /> <br />SR:06:277 <br />Page 2 <br />
