<br />Access to the facility would be from Vineyard Avenue via the existing construction road, an ex- <br />tension of Pie monte Drive located east of the Ruby Hill entry gate. A two-way driveway to the <br />facility would be aligned with the building's entrance and would have vineyards on both sides. <br />This driveway would be lined up with decorative colunms with bougainvillea draping down <br />from the top. The internal drive aisles and the vineyards form a horseshoe shape. A total of <br />132 parking spaces would be provided on site. They would be located on the sides of the build- <br />ing and along the horseshoe on the outer side of the vineyards. <br /> <br />The event center and winery facility are designed to architecturally complement the existing <br />Palm Event Center located on the west side of the Ruby Hill development entrance gate. The <br />entrance to the winery and event center is the focal point of the building. The wooden door is <br />placed in the center of the entrance with two wall lamps on either side. The upper portion of the <br />entrance has three windows with an arch on top and accent tiles on the sides, between and below <br />the window. A faux roof breaks the massing of the building, and this roofline continues across <br />the front elevation and is the roof for the gallery. The building would use similar materials and <br />features as seen on the Palm Event building and the winery building at the Mitchell Katz Win- <br />ery. The walls would be predominately stucco with stone used as an accent element. <br /> <br />The gallery connects the event center to the winery which would also have stucco pillars with <br />decorative wrought iron. The inner courtyard connects the dining room with the winery and fea- <br />tures a fountain, pillars with decorative metal grill, lawn areas and various shrubs. <br /> <br />Valet parking is proposed for events that would have more than 100 guests, and the parking at- <br />tendants would park the guests' cars in the parking areas to facilitate on-site circulation. Based <br />on the experience from the Palm Event Center, the applicant believes that the proposed parking <br />would be sufficient for the events. <br /> <br />An existing deceleration lane and a left-turn pocket on Vineyard Avenue would facilitate traffic <br />ingress and egress to and from the proposed event/winery facility. <br /> <br />In consideration of nearby residential uses, the hours of operations for proposed facility would <br />be as follows: <br /> <br />. Sunday -Thursday: <br /> <br />9:00 a.m. to 10:00 p.m. <br /> <br />. Friday/Saturday, and the <br />day before a Federal holiday: <br /> <br />9:00 a.m. to 11 :00 p.m. <br /> <br />.
