upstream and 130 feet downstream to remove any habitat that was considered attractive to the
red-legged frog. This area was cleared of vegetation and included the installation of silt
fencing around the site to aid in erosion control and limit access by potentially endangered
species. This work was added to the construction contract as a change order. However, since
the repairs to the existing sewer pipe and encasement were less than anticipated, the result was
a net reduction of costs of $42,453.07 and is reflected in the cost summary. As part of the
permitting requirements, a biologist was required to be onsite continuously during construction
and the City is required to provide annual reports to the permitting agencies over the next five
years on the condition and performance of the embankment repairs. The City will be asking
the regulatory agencies to reconsider the length of monitoring of 5 years. During the
construction phase there was no deaths of wildlife and the construction went relatively
smoothly. If we are not successful in convincing the regulatory agencies to reduce the amount
of monitoring and reporting, it is recommended that the remaining contract monies with
Mosaic Associates LLC be used for the preparation of the ongoing annual photo, survey and
report documentation required by the regulatory agencies.

Project Funding

Funding for this work was borrowed from the "Sanitary Sewer Pump Station Improvements &
Upgrade to S-6 (CIP No. 012027)." CIP No. 062026 was established for accounting purposes
to track project costs and eventual reimbursement of the majority of the costs by FEMA.
Upon acceptance of the project, the City will request that FEMA review the completed project
and associated costs and reimburse all project costs. Any reimbursement received would then
be returned to the project fund for "Sanitary Sewer Pump Station Improvements & Upgrades
to S-6 (CIP No. 012027)."

BUDGET

The fmal project budget summary is presented as follows:

Funding
Emergency Repairs to the S-6 Sewer Line, CIP No. 062026
(from CIP No. 012027)

$260,000.00

Expenditures
Construction Contract
Net Change Orders (1 thru 3)
Mosaic Associates LLC
Construction Services (Geotechnical)
Miscellaneous (permit fees, advertising, printing etc.)
TOTAL

$229,091.00
($42,453.07)
$47,450.00
$7,484.79
$2,582.57
$244,155.29

SR 06:282
