completed the construction of a 16" water pipeline in Johnson Court for
the City and has requested reimbursement.

Honorable Mayor and Members of the City Council:

BACKGROUND

The 2003 Water Master Plan update identified the need for the project under existing water
demand conditions. The project improved water system hydraulics and improved the
fIlling/drainage cycle in the Foothill Reservoir. Sealed bids for this project were opened on
April 12, 2006. On May 2, 2006, City Council awarded the project to the low bidder,
McGuire and Hester, in the amount of $687,960. The subject project is now complete and
ready for acceptance.

Prior to the City's contractor starting work, Dublin San Ramon Services District had an
existing project where excavation work was occurring in Johnson Court. Vehicle access to
Johnson Court, Val Vista Park and DSRSD facilities was limited due to ongoing construction
activities within Johnson Court. As part of the Stoneridge Pipeline Project, a portion of the
16" water line would have extended into Johnson Court. In an effort to avoid construction
conflicts between DSRSD's contractor and the City's contractor, it was decided to authorize
DSRSD's contractor to install that portion of the City's water line in Johnson Court. By
authorizing this work, the City avoided any potential claims for delays due to coordination
efforts between DSRSD's contractor and the City's contractor. Also, by having DSRSD's
contractor perform the work, the duration for construction activities occurring in Johnson
Court would be reduced, resulting in a decrease in traffic impacts at the Val Vista Park
entrance.

DSRSD has forwarded a request for reimbursement in the amount of $49,083. Therefore, it is
requested that a budget transfer of $49,083 from the project funds be transferred or allocated
for this reimbursement in the amount of $49,083.

BUDGET

Stoneridge Pipeline Project CIP NO. 031016

FUNDING:
CIP, Water Quality Improvement Project,
Water Replacement Fund, FY 2003-04
CIP, Water replacement Fund FY 2005-06
CIP, Water Expansion Fund FY 2005-06
Annual Water Replacement, CIP 001000

$550,000
$112,500
$112,500
$200,000
TOTAL $975,000

SR 06:292
Page 2 on
