<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />This is an annual project that is intended to replace defective sewer mains <br /> <br />On June 20, 2006, the City Council awarded the construction contract for this project to <br />the lowest bidder, McNamara & Smallman Construction of Livermore in the amount of <br />$940,270. <br /> <br />The subject project consisted of installing new 8", 10" and 15" sewer mains and service <br />laterals along various City streets that are either damaged due to years of service or <br />blocked by tree roots restricting smooth flow, causing severe maintenance problems. This <br />annual project included replacement of old sewer mains with new piping and the <br />replacement of laterals with 2-way cleanouts. Locations for the project were selected from <br />the priority list developed from the Sewer Division's problem areas and coordinated with <br />the City's street resurfacing schedule. The replacement sewers were located in the <br />following streets which included Adams Way, Nevis Street, and portions of Bonita <br />Avenue. The project also included "pipe-bursting" and pipe replacement along City <br />easements located in residential backyards on Gale, Third and Whiting Streets. "Pipe- <br />bursting" is a technique used to replace old pipe by breaking it with a mandrel pulled <br />through the pipe followed by a replacement pipe that is pulled into place.
