Scott Erickson invited Barry Cammer to <br />provide more information. <br /> <br />Barry Cammer, Barcelon Associates, addressed the Commission. Mr. Cammer stated <br />that a service coordinator is a HUD-identified title for someone who works at senior <br />housing and housing for the disabled at HUD-sponsored properties. The position is a <br />response to the need by seniors and the disabled to have assistance with the coordination <br />of services in the community. While the service coordinator is not a case manager, some <br />of what he/she does is effectively case management. The service coordinator helps bring <br />residents in contact with needed services, helps with eligibility issues, and works with <br />special programs to make sure that every resident knows exactly which benefits they are <br />eligible for both locally and nationwide. The guiding axiom for service coordination is <br />aging in place and assisting residents to remain independent as long as possible. <br /> <br />A discussion took place regarding this item and how Barcelon envisions the position, <br />including the number of hours that would be used. Mr. Cammer clarified that Ms. Claire <br />Chow who is currently working as a part-time service coordinator for Barcelon at <br />Pleasanton Gardens will add five hours per week to her schedule at Kottinger Place. <br /> <br />A motion was made by Commissioner Stark, seconded by Commissioner Jones, to <br />approve the revision to the FY 2006 Operating Budget for Kottinger Place to <br />provide funding for a service coordinator. Motion carried unanimously. <br /> <br />Commissioner Stark requested that staff and Barcelon keep the Commission apprised of <br />the progress of implementing service coordination at Kottinger Place. <br /> <br />B. Recommendation Regarding Revised Condominium Conversion Ordinance and <br />Revised Inclusionary Zoning Ordinance <br /> <br />Steven Bocian gave background information on the item. Mr. Bocian stated that copies <br />of the proposed amended Inclusionary Zoning Ordinance were emailed to members of the <br />Commission earlier and that he has additional copies available if needed. Mr. Bocian <br />stated that the Commission conducted a workshop on June 15 regarding the draft <br />Condominium Conversion Ordinance. As an outcome of that workshop the Commission <br />had recommendations about potential changes to the ordinance. Staff took those <br />suggestions and incorporated them into the draft ordinance. The changes are included in <br />Attachment I of the staff report and are highlighted. <br /> <br />Shortly after the June meeting staff received a letter from a residential property owner <br />with recommendations for potential changes to the ordinance. The letter is attached to <br />the staffreport. Mr. Bocian met with the owner to discuss the changes, and the staff <br />report reflects these discussions, including the main issues that were included in that <br />letter.
